New York Plumbing Contractor License Cost & Requirements (2026)

New York State does not license plumbers. The license that runs plumbing in the state's biggest market belongs to a city: the Master Plumber license issued by the New York City Department of Buildings. It is among the most demanding trade licenses in the country: seven years of documented experience, two examinations and a background investigation. It is built that way deliberately, because in New York City the master plumber's seal is what stands between the public and the gas and water systems of the densest building stock in America.

The Department's charges total $1,940 the first time: $585 for the written exam, $530 for the practical, $500 for the background investigation, and $325 for the license, plate and seal. There is no application fee and no surety bond. What the license really costs is the seven years: at least two of them must be spent as a Department-registered journeyman plumber, a registration that itself takes five years to earn.

Warning: Unlicensed Contracting Penalties in New York

New York has no state-level general contractor license and no state unlicensed-contracting penalty. In NYC, the DOB Commissioner can fine a license or registration holder up to $25,000 per violation; unlicensed home improvement contracting is a misdemeanor (up to 6 months in jail and/or a $1,000 fine), and unlicensed contractors generally cannot enforce their contracts in court.

Note: In many states, unlicensed contractors also lose the ability to file mechanic's liens or sue for non-payment in civil courts.

Special Statutory Notes for New York

New York State issues no plumber license. The Master Plumber license is a New York City credential, licensed by the NYC Department of Buildings with all applications filed through DOB NOW: Licensing, while other New York cities and counties run their own licensing.

The ladder into it starts lower than most applicants expect: the license requires at least 7 years within the last 10 years in the design, planning and installation of plumbing systems under a licensed master plumber, and at least 2 of those years must be spent as a Department-registered journeyman plumber, a one-time $50 registration that itself rests on five years of supervised work.

Shorter routes exist with an engineering degree, or for a licensed professional engineer or registered architect. There is no application fee. The two examinations are applied for and paid separately: the written exam ($585) first, then the practical exam ($530) within 24 months.

After passing both you undergo a background investigation ($500 fee), then pay the $200 license fee plus a $75 license plate fee and a $50 original seal fee, so first-time Department charges beyond the exams total $825 and the full first-time total is $1,940. There is no surety bond. Your business must carry general liability, workers' compensation and disability insurance.

The license runs for 3 years: renewal costs $225 ($150 license plus $75 seal on the Department's renewal page. The plate renews separately at $100 under the Administrative Code fee schedule) and requires a 7-hour continuing education course and a current physical examination form.

New York enforces trade licensing primarily at county (Nassau, Suffolk, Westchester) and NYC municipal levels, alongside state asbestos/environmental licensing.

A city license in a state with none

There is no New York State plumber license to apply for, and no state board to call. New York City licenses master plumbers through the Department of Buildings, and the other cities and counties that license plumbers, Buffalo, Rochester, Syracuse, Albany and the suburban counties among them, each run their own examinations and issue their own licenses. A New York City master plumber license authorizes plumbing work in the five boroughs and nowhere else by itself.

Inside the city, the license is the trade's gate. Plumbing work, and above all gas piping, may be performed only under a licensed master plumber; permits are pulled in the master's name, and the master's seal and plate identify the responsible licensee. Journeymen work under that license. They hold a registration, described below, not a license of their own.

The ladder: journeyman first, then seven years

The first rung is the journeyman plumber registration, a one-time $50 registration with no renewal. It requires five years of full-time plumbing work under a licensed master plumber, at least one of those years in New York City, or completion of a New York State registered training program plus one year of city experience. Without the registration, your later years may not count toward the master license's city requirement, which is the single most expensive paperwork mistake in this trade.

The master license itself requires seven years within the last ten in the design, planning and installation of plumbing systems, under a licensed master plumber, and at least two of those years must be as a Department-registered journeyman.

Shorter routes exist for the formally educated: a bachelor's degree in engineering or a related technology, from a program registered with the State Education Department, reduces the total to five years, and a licensed professional engineer or registered architect needs three. Work as a plumbing inspector for a government or approved agency counts at half credit, up to two and a half years. Everything is proven with notarised affidavits and a certified Social Security earnings history; the Department checks.

Two examinations, $1,115

The written examination, $585, is a closed-book multiple-choice test on the New York City Plumbing Code and the Construction Codes around it, and it requires 70 percent to pass. You apply through DOB NOW, and the exam administrator sends scheduling instructions within about two to three weeks of an accepted application. This is a code-knowledge test with no references allowed, which is why experienced out-of-state plumbers regularly underestimate it: the city code is its own document, not the IPC with a cover page.

Passing the written exam starts a 24-month clock for the practical, $530: hands-on pipe work, cutting and threading, joining copper, and drawing the drainage layout for a building on paper. Results arrive by mail roughly three to four weeks after the test. Fail to pass inside the window and the written result lapses with it.

The background investigation and the $825 finish

Plumbing is a position of trust in this city, and the Department investigates before it licenses: a $500 background investigation covering character and financial solvency, a physical examination form completed within 90 days of applying, and the document file built up over your seven years. Only after the investigation clears do you pay for the license itself: $200 for the license, $75 for the plate and $50 for the seal, $325 in total, which with the $500 investigation makes $825 of Department charges after the exams.

There is no surety bond. Instead, the business behind the license must carry general liability, workers' compensation and disability insurance, and the license attaches to one business: a master plumber's license, plate and seal cannot be lent, rented or spread across several firms.

Renewal: three years, $225, seven hours of CE

The license runs for three years. Renewal through DOB NOW costs $225 on the Department's renewal page, $150 for the license and $75 for the seal; the plate renews separately at $100 under the Administrative Code fee schedule. Renewal also requires a fresh physical examination form and a seven-hour continuing education course from an approved provider.

File 30 to 90 days before the date on your license card. Late renewal is possible for up to a year, at $275 within the first 30 days and $325 after that, but a master plumber who lets the license lapse cannot pull permits in the meantime, and in this city that is the whole business.

Mistakes that delay a New York Plumber application

  • Working unregistered years. Time spent plumbing in New York City without the journeyman registration may not satisfy the two registered years the master license demands, however skilled the work was.
  • Letting the 24-month practical window close. The written pass expires with it, and both exam fees are paid again.
  • Budgeting $1,115 and stopping there. The background investigation, license, plate and seal add $825 before the first permit.
  • Assuming the license travels. Nassau, Westchester and the upstate cities license separately; the city license ends at the city line.
  • Treating the seal as a formality. Lending your seal or plate to another business, or letting unlicensed operators work under your name, is exactly what the background investigation and the discipline system exist to catch.
