New York Carpentry & Framing Contractor Licensing: What Actually Applies (2026)

New York State does not license carpenters. There is no state carpentry license, exam or fee. Carpentry in New York is practiced under the same local structure as the other finishing and building trades: New York City registers general contractors for smaller residential construction and licenses home improvement contractors for work on existing homes, and the suburban counties license home improvement locally. The carpenter personally holds no state credential in any of it.

This page replaced an invented fee schedule in October 2026. It explains where a New York carpenter's obligations actually come from, and the contrast with the one construction license New York City does run at full trade level, the Master Plumber, shows how local the state's system really is.

Carpentry under city and county frameworks

In New York City, carpentry reaches the city's systems in two ways. Work on existing homes, the kitchen rebuild, the built-ins, the deck, is home improvement work, licensed at business level by the DCWP Home Improvement Contractor license (exam; $20,000 bond or $200 Trust Fund). New one-to-three-family construction runs through contractors registered with the Department of Buildings. The carpenter as an individual is examined by neither; the businesses and the permits carry the regulation, and the city's building code and inspections carry the standards.

Nassau, Suffolk and Westchester counties license home improvement contractors for their territories on similar logic. Beyond those jurisdictions, New York carpentry is practiced without any license at all, under local permits for structural work and ordinary contract law.

Boundaries: licensed systems, lead, and stepping up

New York City licenses individual tradespeople where the state does not: its Master Plumber and Master Electrician licenses, run by the Department of Buildings with examinations and, for plumbers, background investigation, are among the most demanding trade credentials in the country. Carpentry has no equivalent, in the city or the state. A carpenter's boundary is to build around those trades' work without performing it.

Lead is the federal boundary, and New York's housing makes it wide: carpentry disturbing paint in pre-1978 homes, window, door and trim replacement above all, falls under the EPA Renovation, Repair and Painting rule (EPA-certified firm, certified renovator, lead-safe practices), with New York City adding its own lead laws for dwellings housing young children. A New York trim carpenter meets both layers constantly.

New York Carpenter Licensing FAQ

Do carpenters need a license in New York?

No state carpentry license exists. In New York City, carpentry businesses working on existing homes operate under the DCWP Home Improvement Contractor license, and new small residential construction runs through DOB-registered contractors. Counties such as Nassau, Suffolk and Westchester license home improvement locally. The individual carpenter holds no state credential.

What is the difference between carpentry and the licensed NYC trades?

New York City individually licenses Master Plumbers and Master Electricians through the Department of Buildings, with exams and background checks. Carpentry has never had an equivalent license, in the city or the state. A carpenter's work is regulated through the business licenses above it and the permit system, not through personal licensure.

Does window replacement in an old New York home need certification?

Federally, yes for pre-1978 homes: the EPA Renovation, Repair and Painting rule covers window replacement expressly, requiring a certified firm and a certified renovator using lead-safe practices. New York City also imposes its own lead-safety duties in homes with young children, which window and trim carpenters encounter routinely.

Why did websites list a New York carpentry license cost?

Template publishing, this site included until October 2026. No New York agency publishes carpentry license fees, because there is no license. The carpentry-adjacent costs are the DCWP home improvement license in the city and the county licenses in the suburbs.
