In NYC, the DOB Commissioner can fine a license or registration holder up to $25,000 per violation; unlicensed home improvement contracting is a misdemeanor (up to 6 months in jail and/or a $1,000 fine), and unlicensed contractors generally cannot enforce their contracts in court.
